Born in Bellingham, WA on July 26, 1954, to parents Clayton and Shirley (Hershey) Woulf, Judy passed away on March 18, 2025.

A lifetime resident of Whatcom County, Judy’s early years were spent with her five siblings on the family farm on Dewey Road. She enjoyed summer berry picking, learning to sew her own clothes, being a member of Job’s Daughters, and working as a carhop at the A&W drive-in. Judy graduated from Bellingham High School in 1972.

She met Randy Osborn at his welcome home party from serving in the Navy in May of 1973. They were married in June of 1974 at Central Lutheran Church. They raised their three children, Tim, Tara, and Todd in a historic home on Sehome Hill where you could often find Judy out in the yard tending her flower beds. A lifelong crafter, Judy found comfort and joy in sewing, crocheting, and embroidery. She took pride in canning local produce every summer; her pickles were always a family favorite. An avid bowler, Judy participated in numerous leagues over the years with girlfriends down at 20th Century Bowl. On countless evenings you could find her around her mom’s kitchen table drinking coffee and playing Pinochle with family and friends.

In the next chapter of her life, Judy moved to Lynden in 2008 where she was an active member of her church community, volunteered regularly at the senior center, and enjoyed working at the Northwest Washington Fair in the summers. Her five grandchildren were a very special part of her life during these years.

Judy was diagnosed with pancreatic cancer in the fall of 2019. Thanks to the wonderful care of her team at Virginia Mason in Seattle, she was able to continue to make memories with friends and family over the next five years including her 70th birthday party this past summer. She was especially grateful to her Lynden cousins, Karen Roosma and Monica Bos, for their support during this time, as well as her neighbors and friends from Faith Community Church.

Thank you to the staff at Cordata Court and Whatcom Hospice for the care and kindness they provided Judy during her final months.

She was preceded in death by her parents, Clayton and Shirley Woulf; brother, Bob Stillwell; and sister, Terri Woulf.

Survivors include her children, Tim Osborn (Magda) of Holland, Tara Stroup (Brian) of Oregon, and Todd Osborn (Andrea) of Bellingham; grandchildren, Max, Ben, Amelia, Lucy and Owen; siblings, Dale Woulf of Carnation, Peggy Ragan (Steve) of Florida, and Becky (Chris) Stockmar of Bellingham; former husband, Randy Osborn of Bellingham; as well as many cousins, nieces and nephews.

A memorial service will be held at 1:00 pm on Friday, March 28 at Westford Funeral Home (1301 Broadway, Bellingham).
